Rules and Safety: Tunnel Carts

Over the winter term, there has been an increase of incidents where tunnel carts on campus  have been tampered with or taken control of by individuals without the required training or authorization. This is a concerning trend because often these incidents have involved damage to the cart, other university property, or risk of serious injury to members of our community. In addition to the obvious risk of losing control and sustaining injury – or injuring others, the tunnel carts contain acid batteries which can result in spills causing potential environmental impacts and painful burns if exposed.

These carts serve an important role at Carleton. Carleton University maintains over five kilometers of tunnels, which link all campus buildings and offer an accessible, efficient and safe environment for all members of the campus community. Tunnel carts are used to transport equipment or materials across the campus to keep our buildings and operations running smoothly. Tunnel cart operation is subject to the Tunnel Carts Policy and each tunnel cart operator is required to complete a training program prior to operation. Tunnel carts cost approximately $15,000 to replace.

Given how important the tunnel carts are and the safety risks posed by unauthorized operation, individuals found tampering with tunnel carts could face significant consequences. Such acts could result in a finding of responsibility under the Student Rights and Responsibilities Policy (SRR) which could impact access to campus property or ability to complete academic courses, depending on severity. Those found responsible under the SRR are also often required to pay restitution for any damages and complete educational outcomes to address any harms caused. This is also a good time to remind students they are responsible for the behaviour of any non-student guests you may have with you on university property and could face consequences for their actions.

In addition to penalties under the SRR, those tampering with tunnel carts may be faced with criminal charges or Provincial Offence Notices. Under the Criminal Code of Canada, you may be charged with Theft (Over $5,000) or Mischief if damage is sustained to the tunnel cart or other property. Campus Safety Services Special Constables are sworn Peace Officers who patrol and provide community support on campus 24/7. Although Special Constables value educating and mitigating situations first, they also have the authority to enforce various statutes including the Criminal Code of Canada and the Trespass to Property Act in addition to Carleton University policies.
